I can use History Explorer on the current image and everything works fine.  But, if I save the file (as an XISF) it and reload it, the history is there but not accessible.  The numerical order of edits changes from 1, 2, 3, ...    to    0.1, 0.2, 0.3, ...   and when I click in the column with arrow it does not take the image back to that state.  I have PI installed on both a Dell and a Mac and have the exact same problem on both computers.

I suspect this is a simple matter (some option not selected?) but don't know how to fix it.  Does anyone have any experience with this problem?

    Correct... it saves the histories of the used processes but NOT the process instances. 
    Only within a project can you access the instances (the full parameter set up of a process). 
    When you save a file all of that information is not encoded- just the process that was used in the order it was used.
